Federal Grants

This is an overview of two (2) major drug enforcement related grants program, the Justice Assistance Grant Program and the Rocky Mountain High Intensity Drug Trafficking Area Program that involve the Wyoming Division of Criminal Investigation. Revised 09-29-97.

The Justice Assistance Grant Program (JAG): This program provides federal funds for anti-drug efforts in the State of Wyoming. The Program is administered on the federal level by the United States Department of Justice-Bureau of Justice Assistance. This program is administered on the state level by the Office of the Wyoming Attorney General-Division of Criminal Investigation. This grant is awarded on an annual basis. This grant is used for the following:

• Investigation: Funding for five (5) Regional Drug Enforcement Teams composed of local and state officers that provide statewide coverage to investigate illegal drugs and violent crime.
• Identification-Records Systems: Funding for criminal history records and improvements of the State of Wyoming criminal history records system.
• Forensics: Funding for the State Crime Laboratory to provide forensic services to the criminal justice system involving illegal drugs and violent crime.
• Training: Funding for the State Crime Laboratory to provide forensic services to the criminal justice system involving illegal drugs and violent crime.

Rocky Mountain High Intentisty Drug Trafficking Area (HIDTA): The Rocky Mountain HIDTA was created in 1997. It is composed of the States of Colorado, Utah, Montana and Wyoming. This program is administered on the federal level by the Office of the President-Office of National Drug Control Policy (ONDCP). The program is administered on a regional level through the Rocky Mountain HIDTA Board which has representatives from local, state and federal law enforcement and prosecutors from Colorado, Utah, Montana and Wyoming. This grant is awarded on an annual basis and provides funding to local, state and federal law enforcement agencies in the Rocky Mountain HIDTA. In Wyoming, both local and state agencies that have received HIDTA funding. Funds received from HIDTA in 1997 for state agencies is being used for the following:

• Investigation: Funding to upgrade and improve existing criminal intelligence indices and investigation case management systems at the Wyoming Division of Criminal Investigation including links to similar systems on the state level with the Colorado Bureau of Investigation and the Utah Division of Investigation.
• Training: Funding to the Wyoming Division of Criminal Investigation for training of local and state officers in the investigation of Clandestine Laboratories, Spanish Language Training, Spanish Translation Services and Street Gang Enforcement.
• Investigation: Funding to the Wyoming Highway Patrol for additional Highway Patrol officers and related equipment for the inception of illegal drugs on the Interstate highway system.
