DIVISION OF CRIMINAL INVESTIGATION - OVERVIEW
Wyoming Division of Criminal Investigation

1. Overview: The Wyoming Division of Criminal Investigation (DCI) was created in 1973 pursuant to W.S. 9-1-611. The Division of Criminal Investigation is part of the Office of the Wyoming Attorney General. The Division of Criminal Investigation is composed of Investigations, State Crime Laboratory and Identification.

2. Jurisdiction: Pursuant to W.S. 9-1-618(a), the Wyoming Division of Criminal Investigation may conduct criminal investigations at the request of a local police department, sheriff's office or the County or District Attorney of jurisdiction. Pursuant to W.S. 9-1-618(b), the Wyoming Division of Criminal Investigation shall conduct investigations at the direction of the Governor, violations of the Wyoming Controlled Substance Act and organized criminal activity that crosses jurisdictional boundaries of local law enforcement agencies.

3. Sworn Personnel: The Wyoming Division of Criminal Investigation employs thirty eight (38) Special Agents. Special Agents are assigned to DCI Headquarters in Cheyenne, Wyoming and field offices located in Casper, WY; Evanston, WY; Gillette, WY; Rock Springs, WY; Jackson, WY; Laramie, WY; Powell, WY; Rawlins, WY; Riverton, WY; Sheridan, WY; and Pinedale, WY.

4. Regional Enforcement Teams: The Regional Enforcement Teams are a cooperative local and state effort funded through the Justice Assistance Grant Program through the United States Department of Justice, with additional support through the High Intensity Drug Trafficking Area and Organized Crime/Drug Enforcement Task Force Program. The Regional Enforcement Teams investigate controlled substance and violent crimes. There are five (5) Regional Enforcement Teams composed of local and state officers that provide statewide investigation coverage. There are twenty eight (28) Special Agents from the Wyoming Division of Criminal Investigation and thirty one (31) Task Force Officers from local law enforcement agencies assigned to the Regional Enforcement Teams. The Regional Enforcement Team program began in 1988.

5. Wyoming Internet Crimes Against Children (ICAC) Team: The ICAC Team is located in Cheyenne, WY and is comprised of five (5) Special Agents, one Immigration and Customs Enforcement Agent and one Federal Bureau of Investigations Agent. The ICAC team concentrates on the use of the Internet to exploit children. The agents are trained in Internet undercover operations as well as computer forensic examinations. The team is partially funded by the Office of Juvenile Justice and Delinquency Prevention.

6. Criminal Intelligence: The Criminal Intelligence Team is responsible for gathering criminal intelligence regarding felony criminal activity pursuant to W.S. 9-1-627 And 28 CFR Part 23. The Criminal Intelligence Unit is also the state liaison for INTERPOL, Financial Crimes Investigation Network (FinCEN), El Paso Intelligence Center (EPIC), Rocky Mountain Information Network (RMIN), Rocky Mountain High Intensity Drug Trafficking Area and other information systems.

7. Criminal Justice Information Section: This section is comprised of the criminal records unit and the control terminal unit. The criminal records unit is responsible for the computerized criminal history system (CCH), concealed firearm permit program (CFP), the sexual offender registration system (SOR), Uniform Crime Reporting program (UCR), and automated fingerprint identification system (AFIS). The control terminal unit is responsible for the operation of the Wyoming Criminal Justice Information Network (WCJIN) and as such is the state control terminal agency for the FBI's National Crime Information Center (NCIC) and the National Law Enforcement Telecommunications System (NLETS.) In addition, the unit operates the Missing Person Clearing House and is the liaison agency for the state Amber Alert plan.

8. State Crime Laboratory: The State Crime Laboratory provides a wide range of advanced forensic services to the criminal justice community in Wyoming. These services include specialized units comprised of Latent Fingerprints, Firearms and Toolmarks, Chemistry, Trace & Biology/DNA.
